259. Failure to spend funds to exonerate individuals through DNA testing
Citing difficult qualification rules, the DOJ has not as of October 2007 dispersed any of $8 million budgeted in 2006 to states for DNA testing which might potentially exonerate convicted individuals. At the same time, it has had no problems in spending $214 million to collect DNA samples from convicts and improve crime labs. You could call it a question of priorities.
