258. State Department gives grant to Taliban

After al Qaeda attacks on two US embassies on August 7, 1998 and on the USS Cole on October 12, 2000 and the Taliban’s brutality and fanaticism, its oppression of women, and its destruction of a world cultural icon the Buddhas of Bamyam on March 21, 2001, Secretary of State Colin Powell announced a grant of $43 million on May 17, 2001 to the Taliban government for its efforts to eradicate opium production. This was only 4 months before 9/11 and is emblematic of the Administration’s lack of emphasis on counterterrorism in the period before 9/11.
